Job Description

This position is located in Oklahoma City, OK

The Regional Controller, Cmty Cor ensures appropriate billing, budgeting, and financial controls are in place for the operation of multiple residential re-entry facilities. Supervises and coordinates activities of assigned staff engaged in calculating, posting and verifying data for use in maintaining accounting, statistical and other records. Supports facility management and FSC staff in financial matters related to the activities of assigned facilities. Assists in the preparation and review of monthly variance analysis, monthly forecast of revenues and expenses, annual facility budgets and ad hoc analyses.

 

ESSENTIAL FUNCTIONS:

The successful incumbent should be able to perform all of the following functions at a pace and level of performance consistent with the job performance requirements.

  1. Prepares and reviews monthly billing to state judicial Department for Diversion (residential and non-residential), county for county work release clients, federal government for Bureau of Prisons (residential and non-residential), state judicial Department of Corrections clients, and all other billing as required.
  2. Reviews and interprets all customer contracts and assists FSC staff in negotiating new contracts and amendments as well as ensuring compliance with customer contracts at assigned facilities.
  3. Monitors all incoming invoices and receivables from vendors and transactions involving resident/client funds. This includes but is not limited to, customer billing statements, payments to courts or child support agencies, and subsistence payments.
  4. Establishes, modifies, documents and coordinates the implementation of financial, accounting and administrative procedures and internal controls for assigned facilities in keeping with accepted accounting principles and company policies and procedures.
  5. Responsible for the training and oversight of administrative staff at multiple residential re-entry facilities to accomplish financial transactions in accordance with company policies and procedures.
  6. Reviews accounts payable packages, accounts payable accruals, check requests, petty cash reimbursements and bank reconciliations for accuracy, quality, reasonableness and adherence to policy and procedures. Approves capital expenditures.
  7. Supervises the daily operation of the facilities' warehouse or storage operations, including but not limited to, internal controls and physical inventories.
  8. Assigns or verifies assignment of proper account codes to purchase orders, accounts payable or other types of expenditures and receipts to ensure that financial transactions are allocated to the appropriate account.
  9. Assists the FSC Accounting and Finance departments in preparing budgets and completing actual and projected comparisons.
  10. Responsible for integrating newly acquired residential re-entry facilities into the CoreCivic Community to include implementation of financial, accounting and administrative procedures and internal controls consistent with company policies and procedures.
  11. Keeps supervisors informed of the financial situation of assigned facilities and assists facility administrators and operations leaders in managing the financial performance of assigned facilities.
  12. Domestic U.S. travel may be required.

 

Qualifications

Graduate from an accredited college or university with a Bachelor’s degree in finance, business, accounting or related field is required. Five years of increasingly responsible experience in bookkeeping and accounting, which includes at least three years in a supervisory capacity, is required. Additional graduate course work in a business-related field may be substituted for the required experience on a year-for-year basis up to two years. No substitution for supervisory experience. Proficiency in Microsoft Office applications is required. A valid driver's license is required.
